So, I am trying to make a mage character. All I can find are outdated guides, many of them reference lightning for being good for PvE aoe. I made a muse....there are no lightning skills? So now I am super confused!

Lightning just refers to the animations, by technical standards they're 'Wind' Mages. If you look at the icons, you'll see a yellowish circle with a black 'swirl' that indicates wind type Elements on skills.

Desired stats are entirely based on PvP or PvE preference. You can't play Lightning PvE builds in PvP due to the amount of investment it takes to be proficient in one field or the other.
For PvE, you're going to focus heavily on Dodge [Via Dodge Stat, Dex] and AP [Via INT or AP stats]
For PvP, you're going to focus heavily on CHA for your status downs and AP/Skill Power for maximum burst damage [Typically via INT for the bonus to Mdef, Max MP and AP as well as status downs]

Oh my....I've been doing mainly cha, but I want PvE :'D I'm only lvl 25, I think it can be saved...my current stats are:
Also, I have no idea what any of these things do for my mage I know that Int gives me more mp....and you just said Dex did dodge, but that's all I know xD

I'll give you a stat build but it's going to be for 230, and I'm not going to do it anymore after this.
Remaining AP: 0
To quickly recap why the build looks the way it does:
STR: Secondary AP for Staff [0.35 AP:1 STR before Passives] Provides Maximum HP [The assist with DoT Damage Taken, and DEF for extra mitigation.
DEX: Purely for Dodge. Scales incredibly strongly with Wind Mastery [Mage Tree]
CON: 75 Con is enough due to Mobs not really Dodging much, and your INT:CHA combo into Dodge Down spells makes it unlikely you'll miss.
CHA: For Status Down effects [and DoT's if you decide to mix fire into it, but I'm not going to give skill builds]
SEN: For a small boost to AP [1 AP : 10 SEN before Passives] gives Critical Rating [which is sometimes useful in PvE content]
If you adjust anything and end up with remaining AP that you can't spend anywhere, that's your decision.
Note- These numbers are at a 100% Naked amount. This means before Clan Passives, Before Gear, and before Class Passives. If you have any of these passives, you need to adjust for it.

lightning mage "wind mage" are not good in pvm since wind goes to stunners path like ice path arent good for pvm.
since stun creates mob confusion and ice skill debuff creates an aggro towards you specially in hoo dg final boss.
in pvm area you only need the 2 aoe of ice and 1 aoe of wind self target or fire path which has the good range aoe target.
lightning "wind mage" are best for pvp for the stun effect and ice path debuff are best use in pvp area.
of course ders the sorcery skills good for assisting dmg.
pvm path stats i wud prefer full on int/crit
since, mages cud not tank anymore like it used to even full dodge set+ mana shield you wud be hard pressed just to skill and mob.
you can do it but youll tire yourself before getting to 30 minutes workout.
rely mostly with tank and use fire aoe or self target aoe/ without stun.
pvp path feuer's stats are good but with skills set for pvp you wont do well on pvm
only using single target skills for boss killing using no stun/debuff or limited aoe.
of course i may be wrong ders plenty of mages in game good people but dont bother visiting the furoms .

He said he wants to play the Wind/Lightning Mage. Let him be. Maybe he'll make it work. Just so we're clear, Frost Mages are insanely useful in PvM, and if you have a good Soldier with taunts, you shouldn't be having aggro problems at all.

he/she does not state that he/she wanted to be a lightning mage.
albeit he/she does want to be a pve/pvm mage.
iv tried ice path on hoo final boss not good even with full taunt and bow hitter
hoo final boss still goes to attack the debuff skill caster @ice path
good only for syncing taunt with fire aoe but not good with ice.
on the contrary,
in other dg ice cud be useful tho for its debuff but id rather go full on fire and sorc,
fire for hoo and sorc for cou. since mages has little dps power and relies on skills
and with sp limit youll hardly be getting the final good skills on ice path.
