Guys i use to play rose and all i added was charm and it enhance my buffs even stronger can i know does it still work like that now?? because now when i use buffs its the most basic stats

CHA is still more effective than INT yes, so the max CHA/rest INT build is still the go-to for your best buffs. They recently nerfed something to do with them, +15 is now the best, will full stat buffs making all but CHA = +30.
