It's the janky skill formula that has a "base attack" portion separate from the Int multiplied portion. 

 

Anyway, the base attack will be increased (multiplied) by 150% (2.5x) which will bring overall damage to approximately 15% extra.

This is why this game has declined so much. You care little about game balance, only about making money. There was no reason to increase this bonus as gene didn't need or deserve a large bonus to cart cannon in the first place. Meanwhile, classes like performer that needed/deserved the boost from nightsparrow hat or the elemental towel etc don't get boosted? Its obvious where your priorities are, guys. 2/3 to 3/4 of the damage formula for severe rainstorm comes from counting dex/agi the same as the quirk to cart cannon, so its obvious its "broken" in the same way.

It is, and with that in mind yesterday we were thinking on wich value they should be changed to for now to "emulate" the proper effect. SR is a bit more troublesome to "balance" the hat correctly for the multihit factor, but i think we've come to some fair numbers.

Camp also stated in the Cylinder Hairband thread that they would/could look at other items/skills but they need the skill broken down first. It will take time to fix but at least they are trying. Regardless if Gene needed a buff or not this is what gets the ball rolling to fix others that are broken.

Assuming Sakray is even up, there's an NPC selling the item in center of prontera (just south of the fountain).

Toward south west, in the alley near the flower selling girl/milk vender, are some NPCs, one of which will give xp/job-change you.
