Reading the description of the ticket, my understanding is that it gives you a free level but if you use it before 70 you would get a free level AND 31m exp. I just used mine at 68 and there was no bonus exp received, just the 1 free level. Can any staff confirm this is bugged and if it is, will there be a fix and reimbursement for peopel that already used theirs?

This is most likely a misleading description because 1 full level and "up to 31m exp" doesn't make any sense. So if you are below level 70 you are guarantied to get 1 level due to the "up to 31m exp" and if you are past level 70 you simply get the maximum possible value of 31m exp.
