It works the scary way, where you can get 3x the effect if both stats are at 120.

R.I.P These are the reasons we ask for some of these items to be tested on Sakray first, that way we know a completely game breaking item is coming or not and could maybe make changes to it or something so it doesn't completely change the balance of everything

Probably that's the reason they don't do it. If people know beforehand, they'll complain, and the items will end up not being implemented, like the Penetration Sets. Who knows what kind of pressure our CMs ares suffering behind the scenes?
