Is the drop rate penalty still in?
It really seems like common items that should be dropping from monsters that are too high or too low for our level are not dropping.

It is, we killed some low level stuff on 80+ and they didn't drop stuff which should be 80%+ drop rates

Yeah, I'm pretty sure this is in as well, but I've not really done any specific 'testing'.

This certainly seems to be a thing. Given that penalties to experience existed when the server first came up, it's almost certain that penalties to drops are also present. Hopefully the gm's can acknowledge the issue, because almost all mobs are in the 25-50 range with classic, players 60 and above will be penalized on drops for almost all monsters.

But I love the penalty because strong characters can't abuse low level characters In farming low level mobs

Back to the topic, I do think there is a drop penalty still in the game. Drops that should be 100% aren't.

Drop rates don't seem to be at 100% relative to the classic/renewal drop rates. If I had to guess drop rates are around 70% and with VIP you are getting around 105%, compared to classic/renewal default values (1x).

It wouldn't be a problem if higher level mobs had comparable drops.
But they don't, so drop penalties are poorly designed and implemented.
Especially when cards come into play.
Like seriously. Reach a certain level and never get a chance to see certain cards? Most cards simply won't drop during the time a character can grind on that particular mob, past it's drop range anyways.
Not to mention, levels applied to mobs rarely match up to their actual stats, so the system is even more arbitrary and silly.
