On luna you can buy gear up to level 120 if I'm right

On Luna, you can get armor for level 100-120 from [Tavern Owner] Anzhelika or [Arumic Merchant] Pabel
On Eldeon you can get armor for level 130-160 from the storage NPC
On Orlo you can get armor for level 180-200 from [Armor Merchant] Azim-
After level 200, armor is either a drop in dungeons or from the Honor and Valor shops.
