I have quagmire at level 1 at the momement, and i don't wanna waste any more skill points on it if lvling doesn't increase the slow factor.
The skill description isn't clear enough. i saw people saying that it does and that it doesn't increase the slow on other topic.
Can anyone say for sure ?

It doesn't increase the % move speed reduction, it does increase the dex/agi reduction which gives more aspd reduction. It also increases the duration,

the slow is the same, the duration and dex/agi reduction increase with lvls
