What is the lvl of the quest that gives the 15% flying ROCKET mount and what is needed to complete?

The rocket one is xmas event, but there is a lvl 70 quests named Red Varmints which rewards with a 15% perma flying mount too.

Yeah i got the biandraco, but someone told me that those red mechanical parts that drop from Crescent nm mobs that are bound are usefull to create the rocket mount..

Dont quote me but I think the NPC to turn in the rocket sled quest isnt in the game when it isnt december. You can start the quest in the quest book though. But it says NPC isnt found if you search him.
