Can someone tell me the Cooldown time of RoF on lv. 9 and 10?

I want to know if the cooldown does not decrease past level 8 (just like Spark Rock).

 

Is there a way to preview it by any chance. Not only for RoF but for other Skills as well?

You can only see Lv. 6 preview when you have the skill at lv. 5 as far as i know?

 

 

Oh and i plan to upgrade Chain Lightning as well or is it not really worth it?

Can only comment on chain lightning, I've found skill cards too bothersome for now. I'd say don't waste upgrading it, with strong pve gear you'll rarely need to hit more targets with it than lvl 5 offers. Either there aren't that many in a pack or they die almost as quick anyway. I kept it at lvl 4.
