Hi,

 

I'm farming the 2 spots in "Suspicion (4)" in order to find "Koont Trooper" but that one just never spawn.
Is it an official broken quest ?

Is there an official broken quest list for the current build ?

It`s not broken, the Koont Triooper is just a bit harder to find:

 

Between coordinates (N-3628, S-1163) and (N-3743, S-561)
