As the title says, make it so any head gear can be dropped onto the costume slot and used as such. For example, a knight can use a snake hate for function but have a helm cosmetically to look like a proper knight.

I like the idea a lot, you could make a custome npc with a random (not to low ~90% maybe) chance creating a money sink in the process, or if you fear you loose revenue ... a headgear coupon in your custome boxes für an npc enabling a full chance of converting a headgear to a custome at 100% (on low rate in the boxes) and a normal npc with maybe a 10~30% chance to convert items.

would be nice even if they want to make money off it headgear+100 silvervine that way headgears made with quests like drooping kitty/deviruchi/orc hero ect. would be more worth doing for some people.

This is actually one of my things I forgot from my notes when I wrote my giant list so I'll just add my take on it in this topic, if you don't mind my input =)
My idea was to charge a decent chunk of zeny to make it so any hat would have a chance to be changed into a costume at about an 80% success chance. There would also be a token of some kind from the cash shop for KP/silvervine allowing you to have 100% success for those hats that are expensive and you wouldn't want to risk breaking, but still costing zeny on top of the cash shop item to be a source of zeny drain from the community and keeping a zeny value on the costumes since no one would want to sell them for less than they paid.

Seeing as my favourite headgear isn't a costume I really like this idea and hope it gets implemented.
It would also give players a good reason to do the headgear quests and farm the needed items for them. Seeing as most of those quest headgears are pretty useless now, they'd definitely become more popular if you could turn them into costumes.
