lvl -1 10% crit chance.

lvl -2 12.5% crit chance.

--- 3~~

--- 4~~

lvl -5 20% crit chance.

are these bonuses flat bonuses ? or 20% increased at level 5 based on the crit chance you already have?

Essentially my question is...

Does this make a non crit build perform crits at a 20% chance, or does this skill only improve a crit build by an additionally 20%?

It increases your CRIT stat by a flat 20 points. If you have 0 crit/0% chance, you now have 20 crit/20% chance. If you have 40 crit/40% chance, you now have 60 crit/60% chance.

If were an assassin class that autocasted Fury through say, RoFL (Not possible on Restart at the moment of course, but it's just an example) and you had a katar on with 30 crit/60% chance, you now have 50 crit/100% chance.

Anything that says it increases your crit chance by a x% actually just means it increases your crit status by a flat x amount. For example, Soldier Skeleton Card says it increases Crit rate by 9%, but it's actually just Crit + 9 flat.
