im lvl 15 and killing 18lvl mobs, but they drops only 5lvl stuffs is this normal?

Yeah this is pretty normal so dont worry 
25 stuff will start to drop in like 23-30 mobs

if you're just starting, farming lvl 5 gear for as long as you can while reducing it is one of the best beginner strategies. (fyi)
