I was asked to return in Prontera to submit it but since the level is for 41-70 it only tells me available only for these levels. I am currently level 74.

How to proceed and claim and the EXP reward?

This is intended. Because you have out-leveled this quest, you will not be able to claim its reward.

since when this 'update' is happening?

i remember the level range is only valid to take the quest. you can turn in on any level, either overleveled or underleveled.
