I'm 78 at high orcs no one is there.

I've put 99 points in agi and it's like 99+22 or something like that But no one is at High orcs is there a good place to level since the game has patched?

Try getting a party at bio2, to do the bounty boards.

The HO spawn rate is terrible x_x not bitching but I'm grinding there until 80. The players don't go there anymore that sucks about the players.

Try Pyramids, Glastheim or Juperos bounty boards instead?

You will be able to get Anolions Turn in from GH hunting board. Than try them in cmd fild 04 or something

99 agi is manageable... not really good , but could be worse , try alarms and bathorys up to lv 84+,this should also get you going with some basic money, there is no hunting board for alarms but bathost, it gives quite a good amount of exp from that level onwoard bio2 works ,either with a good weapon solo (and lots of pots) or as a mobber (with lot of equip) in a party, however jupe works aswell to some degree (exp isnt that good but with some determination it should work)

Ok I can't find the board for High Orcs for Clock Tower.

I tried Biolabs at level 81 but they said I was too low level. Is Juperos for Transcendent only too?

They probably had people in the party that were too high for you to share with, so 97+.
