Mine TIP for don't be like Brazil-Rio de Janeiro server event is: 

1°The Tokens just can be droped by monsters like a Level% range players level.

2°Focus in Botters virus control during event.

3°For GOD SAKE do a LIMIT of DIARY TOKEN DROPS!

 

Just choose 1 of this 3 for a better server '-'

According to Campitor, they are character bound, at 0 weight and can be sold to NPC (to get rid of).

I believe they probably just spent time working on this, pushing other tasks after it. Now they've decided to post-pone and continue with the other tasks.

The Server isn't up yet.

The spawn rate will obviously be reset. But the bug will likely require kRO's fixing. Maybe the GMs will do a reset of the gramps TI map more frequently than during maintenance?

so we still have to deal with low spawn and stuck in the wall monsters in low ti for this week? Normally it takes about 15 minutes to finish low ti but recently it took up to 1 hour...

I don't know if they have the time to address the Turn In issue this maintenance. The issue usually starts happening midweek till next weekly maintenance, that when server/zone reset automatically fix it.

You misunderstood what I said.

The spawn amount will be reset to "normal." It's Storm Gust (and other certain skills) that causes the bugs, and it will progressively lose the spawns as time passes.

 

So if you do TI when the server comes up in a few hours, it'll be full of monsters.
