Do you have some piece of gear that has 'all stats' on it? Because it doesn't seem to work properly with certain things, and stat requirement on items is one of them. (Another being the charm stat on all stats not actually working either).

I actually took all of my special gear/weapons off before equipping the Coyote Wand, Still get the requirement issue.
