Reduces the cast delay of skills by 100%.
Increases the cooldown of Cursed Circle and Tiger Cannon by 10 seconds.
Increases the cooldown of Gates of Hell and Lightning Walk by 1 second.
Increases the cooldown of Gentle Touch - Cureand Power Absorb by 3 seconds.
If upgrade level is +9 or higher,
Increases the damage of Knuckle Arrow and Sky Blow by 20%.

Working as intended. Cooldown is there to counteract the 100% cast delay reduction.

That HG is mainly for KA and SB, after all.

this hat is to spam sky blow and knuckle arrow, which is limited by aftercast delay.

to prevent abuse of stronger skills such as tiger cannon, GoH, they give penalty of those skills by adding cooldown.

Use is still doable on duel Sura's so it's still a lovely hg, real bad for my potato netbook tho
