Its Costume Volume low twin and Costume Cat Eared Bandana. If i got you, you mean that this issue gonna stay forever and nobody will ever fix it? It's bad way for server with only 1000 active palyers and 1500 venders...

I can't really answer that question 
but most likely if not certainly it will require kRO's intervention, and that alone normally has no ETA.
You can see the other headgears with the issue as listed in this thread.
I'd suggest that you post the concern as a Question in FoF latest thread.
