I have tried out with some of my characters, either the one with max level or about 140 ish, none of them can activate the quest through Continental Messager.
Is this quest deactivated?

It was meant to go away as part of an update so I don't think it will come back.

You can always try Classic server.

Classic don’t have Abyss Dress and Cross Ripper Slash.
