In the description is Max HP+200 and ASPD+1. But when I equipped, my ASPD didn't increase by 1? Is it 1% or +1 Aspd?

It gives a flat +1 to ASPD, similar to ASPD increase of #5748 Sniper Goggle [1] (script wise).

You may need to tell us what other gears you are wearing.

I tried to equip Cinnamon but the flat +1 ASPD has no effect in the status.

Checking further, the item indeed gives raw ASPD. It is either that it doesn't show in the window properly or due to the ASPD rounding.

the only way rounding wouldn't show a point being added is if it was giving 0.9999999.. instead of +1 btw

I am not sure what's the issue here if that's the case but Campitor has kindly informed me the item in question provides a flat ASPD by 1 and not in %, with the health pool increase of course.

Can you look it up if it is increasing it at the same point on the aspd formula as other flat aspd gear?

The only thing i can think of is it working like the Asir rune, where it is flat aspd, but due to where it is applied in the formula, it has the effect reduced by aspd% items.

They changed it to 1% before when there's still no OCPs, then OCPs came that also gives flat 1 in lower headgear (like RG Necklace) and they revert those nerfed effects to the original.

Can confirm, currently wearing one to reach 193 ASPD on my Mechanic, it gives +1 flat ASPD increase.

It should be a missing in-game description. The script, and thus behavior, behind said item seems correct.

So, can we revert/have the effect of the RWC 2010 Indonesia Cap? It's not pretty OP compared to the OCP stuffs we got right?
