Axe Tornado can be used while in Mado suit, you can this in iRO already.

The Overheating status is not from skill usage but actually from damage received, so no, Axe Tornado will not cause it, but it may be caused from the damage received from moving large mobs, still Overheating shouldn't be something to be worried, also since you are on a Mado you can always use Cooldown.
