Hello, thank you for contacting us. The Job Change NPC is called Larissa, and was placed for the weekend only. Please note that the character is only released on special occasions, as Job Change Certificates are an items available in the item mall. However she may have accidentally been shut down early when the server was restarted. We will check with Helium and see what happened.
