I die yesterday of waiting and now i still getting failed to connect to the server

Where are you connecting from? Did you make sure to download and patch the new client from this page?

yeah i download from the oficial page. 

Im connecting from portugal, I already played on the ragnarok classic now that is close i want to try rt

I think the server have region block

what i read was that registration is block but in game not. Do I realy have to use a vpn to play ? cus i realy want , iam already a old player from classic and me and my clan im going to play rt .But i gess i cant join :c nethier me or my brother :c

That makes sense, unfortunately you will not be able to play on WP games.

Please read official announcement here in regarding EU access.

I'd hate to say it but discussing or suggesting VPN on these forums to this specific issue is probably not a good idea
