As the title says, I'm looking for Ruinhorn's Legacy Atma. Is this a standard drop or is there a quest to obtain it? If there's a quest could I get a title and level so I can find it in the quest book? Thanks!

The item you are talking about will need to be compounded. Here are the basics.
The item in question: RuinHorn's Legacy Atma
Also these are 2 related items:
(21095) RuinHorn's Legacy Atma Upper Half
(21096) RuinHorn's Legacy Atma Lower Half
All of the above items are obtained via Compounding (aka Item Compose).
So, it takes the 2 halves to make. There are some dozen other formulas to compound the halves. Ultimately, drops from Ruinhorn (armor parts) are used to compound the halves.
