they serve different purposes
Hodremling offers less reduction against parameters that will affect all enemies
Horn offers a higher reduction against a specific type of damage

Hodrem's perfect dodge chance buff is also a nice bonus to the flat reduction on practically ALL damage. Great for tanky chars.
