The skill simulator website seemed to have stopped working a while ago, not sure why. Well, the best you could do is just post any questions you have regarding any skills here and I'm sure many people, including me, would gladly answer to help you.

Also, take a look at Rim's Guide. It contains quite a lot of useful information about skills and stuff
