According to jRO's website, the circle is located around the head. But the dragon around the lower circles while ours are inbetween the top and bottom circles.

I got the +13 weapon refine ticket after opening the Advanced Refining Ticket.

 

I tried using it but failed as shown in the image.

 

Yes, I have tried double-click to open it for more than 50 times in different maps but still nothing; prontera, payon, eden, and right map of prontera.

Those additional costumes are from the 2021 version of the event, but iRO got the 2018 version. You can confirm in the game files that only one costume was added re: Melon Festival, or look at the changelog at Divine Pride (Added -> Item):

I agree on this too. At one point, I had 175 Sweet Melons to 25 Dalcom Skins and it took an hour or so to hunt them.

Took me around 30-40 minutes to get 30 dalcom skins, which i think is fair. Try payon cave f1, it takes less than a minute to scan the whole place
