When i open the patch for fist time i saw an image that says something about a bonus experience for new characters. Does it exist?

The launcher has been a bit out of date so if you were looking at the link to the patch notes it does not send you to the most recent patch notes. If you'd like to read the newest patch notes, they can be found here for renewal and found here for transcendence.
To be clear on your question, the Booster event mentioned in that link is currently finished, but we do have bonus EXP rate of 175% right now to help celebrate the holidays and new year which will continue until the next maintenance this Thursday Jan 20th.
