See a lot of Phreeoni's on Poison Forged Spears, but seems to me that 3x randel's would be better in 99% of situations...phreeoni alone is not goin to help you hit Cecil when on agi up.
My question is, when would a Phreeoni actualy be useful on a PFS for ED Rg?

When you use Phreeoni Wings with it. That's why the card is there in the first place.

what Ashuckel said is correct. If you are not going to use Phreeoni Wings at all, you are better off with Gungnir + Citrus Ribbon for hit and save your zeny for some other stuff instead of a Phreeoni card.
