Card rate is only affected 100% drop rate mods since it rounds down. HE bubble would increase the chances. However, Homeward + VIP only adds up to 75% so it would not. You'd need to wear gears that add 25% more drop for VIP to affect the rate. Such as Happy Balloon, VIP drop boots (Lian Shoes, Poring Sunglasses, etc.
