I'm curious how necessary PDM is on Star Emperor because I sadly don't have the budget for it at the moment. Also, are any of the heat moves useful after getting Star Emperor?

PDM is very important to bypass the defense of mobs get it asap. Alternatively there is penetration shadow set but it cost more.
Heat is useful for all star emperor builds but moreso when using heat+union taking advantage of unions self damage procing autocast effects.
