so I've been gone for a few months have they changed how the refine tickets work? i have a Weapon +11 refine ticket and an Armor +9 Refine ticket and the NPC they used to work with doesn't seem to take them anymore. they aren't useless now? any help would be appreciated

'Safe To X' refine tickets work but the NPC to use the tickets is now behind Prontera's Blacksmith Shop. If you are having trouble using that NPC then you would want to file a support ticket with the GMs since something strange is happening.
