how about implementing the item and have some beneficial propertis on it  like

1. extra income because its cash shop

2. helping ease the delay of finding shops and 

3. helping reduce the client windows open and monitoring of the Pub Chat 

3. reducing lags due to reduce opened windows,

4. players can shoutout love ones and greet publicly like facebook post status updates

5. yes its true the trash talks but more megaphone they spend more money for warrpportal staffs extra income

Extra income for WP since bots are a protected class at this point, legitimise it a bit more by letting them buy megaphones.
