I made myself a blacksmith to sell off my goods.
According to the skill description at vending level 10 I should have 12 slots.
But there are only four.
In fact, leveling up vending didn't seem to have any effect at all.
Am I missing something?

it should work. Are you sure you are actually using the Vending Skill or perhaps you used the consignment voucher?

When you use the vending skill, even if it looks like only 4 slots just keep dragging items from the cart window in and the vend window will continue to expand past 4 slots up to 12. If it doesn't, make sure you aren't using a Voucher like EdwardEG mentioned!
