You must be at least level 110.

 

And have completed:

1. "The Royal Banquet" main quest,

2. "Terra Gloria" quest, and

3. Epesode 17.1 "Illusion" quest.

You can ask someone for warp portal to bypass quest requirements.

 

If you did those questlines, you can go to Einbroch, type sp_cor in navi window, then follow the arrows and blue line on navi map.

Or you go to Cat on Bulltet pub, talk to Nilleim, and warp there.

you can get to Cor map but you wont be able to do anything there, npcs wont talk to you unless you proceed on the questline, all you can do is walk back to the elite bellare map
