Its the Spring Festival quest in Prontera where you are tasked to talk to sister nerlen. I got pictures but i don't know how to put them in this post.

Omg i did it lol.
Anyway it's that bottom quest "Spring Festival"
I can't find Nerlen in the area where the blue marker is.

Try zooming in on the mini map, you can press the + button near it. Then go to its exact location.

 

Also, try to look around the outside of the church

Update. Still couldn't find her. It's like she's invisible. Went outside the church and the only suspicious thing i could find is a box on the right side of the church.

Yep.. i got the same problem too. NPC sister lener is gone...
