I can't. I enter the recipient's name and it says the recipient is blocking reception.

its the update for blocking. it can change via game sttings check the rodex box in game settings, its for safety reason

unless the recipient enables the option to receive rodex you wont be able to send :/ way to complicate things by disabling that by default for everyone
