Hi i just recently started playing and i was wondering why i can't purchase and WPE i go to power-up but no options appear at all would like some help please.

Did you create your game account on Steam? If so you can only purchase using Steam.
Purchasing WPE using the website is not possible for accounts created on Steam.

Try using Microsoft Edge or Internet Explorer. WarpPortal's website often has issues with other browsers.

This is what worked for me in the past. The page wont load correctly in Firefox; I had to use Edge.
