It gets kind of confusing, because you end up not sure which of the two you're commanding at the moment, though it appears that it depends on if it says 'character' or 'pet' above the options and not depending on which one is highlighted.
If I wasn't on my folks' compy at the moment, I'd send a screen-shot as an example.
If someone doesn't post a screenie by the time I'm able to take one, then I'll put one up.

EDIT: I just realized, the highlight means 'select this.'
In other words...it's intentional and working fine. '
My bad, I'm just scatterbrained apparently, please delete this if possible as not to confuse other players! D:
