is it normal that its taking me forever to upgrade stuff? i get the items and place them in there, then the green bar takes literaly minutes to get full ... is this normal or am i have some kinda bug?

Kun, alot of video cards do that to the refine bar. Try moving camera around untill it goes quickly, Eventually you will find where to bring your view for the bar to go normal speed.

the only thing i found that worked was jumping into full screen and back into window mode XD i guess i can mess around with the 3d settings of the card to fix itKun, alot of video cards do that to the refine bar.
