It is using things like the Talismans Bindrune and Apotrope along with things called Catalyst.
There are currently 8 grades of an item so remember to get the TBA for that grade before you try to "refine/upgrade" you equipment.

I tested out the upgrade. The weapons guy in JP can do it.
So to upgrade a weapon, you have to use a talisman that is the same grade? Then other talismans won't work with it?
What is a catalyst? Is it those colored powders?
I noticed when I did the upgrade, the weapon I was upgrading stayed the same grade. So what stats on the items does the upgrade/refine affect?

Yup. They add a small percentage to the success chance of your refine attemptWhat is a catalyst? Is it those colored powders?
For a while it was compulsory to use at least one of these in a refine attempt but as of the latest patch they are no longer needed unless you want to increase your chances.

You will notice that some items have a number in brackets after the title, eg. Wooden Sword (2)
This means the item has been refined to level 2
In the case of weapons they will have increased Attack power and Accuracy
In the case of armor items they will have higher Defense and Dodge
Each level of refine will add a percentage more of these stats to the item.
