From what I've heard... only Valkyrie and Yggdrasil will... Ymir will need a invite.

Ygg and Valk will become what valk is and Ymir you will need to pay to make chars but it unlocks all nine slots.

If you have characters already made you won't have any subscription requirement to play those characters, regardless of server.
New players can open up full 9 slot character creation with a VIP package, or play on Ygg/Valkyrie to get 3 free character slots.
We are doing everything reasonable to lower the barrier to entry/re-entry for players.
