Is there a thing you can buy for resetting skills/stats?

Neuralizer will reset skills. Some number of reset stones (based on level) can be used to reset stats.

NPC's don't sell them. You have to spend WP to get them or buy them from player's vends.

There is a resetter NPC called the Mesmeriser coming when F2P hits (next week we think). If you've never used that NPC before its likely you'll be able to use it to reset all stats/skills for free. Its meant to be for returning from pre-renewal players only but they don't seem to be able to program it to be that specific.
