The problem itself isnt with the bosses but with the mobs. If all the new mobs implemented in the game will be immune to slow (or other kinds of cc skills), then wich is the point of have such skills (unless, again, one is a pvp player).
But ofc, if LR did dmg, that would help.

ie. Waste Water, what's the point of maxing it to slow attack when all bosses beyond SL don't work.
Yes, LR works on SL bosses and WS bosses, 1-up on Waste Water.
Basically all higher level bosses and dungeon mobs, you just need heal, damage, and DoT, anything else is worthless.

but LR does no DMG at a Commander with Adamant Mind on too. now thats crap and should be changed. that commander skill is stun/slow imun but no DMG imun.

hmm ok , not very bad at raids.
but LR does no DMG at a Commander with Adamant Mind on too. now thats crap and should be changed. that commander skill is stun/slow imun but no DMG imun.
just cast hole and glaring on yourself when commie charge you, you probs won't have enough time to cast both anyway

hmm ya, but in battlefields it sucks when commies(many of them suck and die easy or do not much dmg) take no DMG when you aoe a group of ppljust cast hole and glaring on yourself when commie charge you, you probs won't have enough time to cast both anyway

They could have LR do normal damage but add a debuff for slow effect. I.E. LR will be like Holy Light damage wise, but every time you enter the area (every 2 sec) you have a chance for a slow debuff cast on ya.
Its not hard to fix, but apparently the Korean devs are inept....
That is the problem, each tick of LR is like a Holy Bolt with a debuff of 2 secs. It deal dmg and debuff at the same time, then, if the target is immune to slow, it fail both. They could fix it (and i would like that they fix it) but isnt like Tempests dont have other choices now: if a player put Holy Bolt, LR, Holy Light and Glaring Light, and become almost useless when the oponent is immune to slow, then is the player fault, because they should know the risk of that build. If one take Elec Shock instead of Holy Bolt, then the player will have 3 aoes that can deal damage to every target.
So, the Tempest must chooce for a cc build, wich is also a dmg build when the targets arent immune to slow, or a damage build with no that much cc. And ofc, one can pick the 5 aoes, but most of the times one dont have time to cast all of them, would be more to pick the right one in the right moment. Basically, each build have its pros and cons.
