I'd like to know when enchanting, when is the consequence of failure the destruction of the item? When can it break? When is it safe etc (at what lvls)

This might be a late reply but from +1 to +4 it is safe from breaking. But enchanting to +5, if it fails the item is degraded and has a chance of breaking.
+5 to +20 its either success or failure, which means the item will be destroyed if it fails. Thats where Insurance Scrolls come in handy, they protect your item from being broken.

Items don't break until trying to enchant from +7 or higher, but it's not practical to go that high without insurance, anyway.
