Two main uses:
1. As a 'counter' for Ammunition or other rapidly used consumables (so you can keep an eye on how many you have)
2. As a place to put things you need to be able to click on, but don't want to accidentally hotkey spam like kafra shop foods, ASPD potions, bwings, etc.
The second use is kind of important to note because you can't accidentally drop something by clicking on it in the hotkey bar, but you might accidentally do it with the inventory open.
I use it as an arrow counter on my dancer, bwings/cannonballs for my mech, and bwings/scrolls for my warlock.
You can't put misc items there unless you can otherwise equip them.

Actually you CAN hotkey all the skill bars.
Press ESC to open the game setings window, then click on the Shortcut Configuration button. The rest is self-explanatory.

We're not talking about the F12 bars though. My comment still stands.
Yeah you're right, I misread.

Good for keeping track of my Special Alloy Traps/Arrows. xP
I can place Arrows in those two slots, but the Special Alloy Traps don't work.

I remember seeing a comment at one point that kRO's client may actually be utilizing it for something, but when the client was transferred over to iRO for Renewal that part of the utilization wasn't included. I can't confirm this though. Anyone?
