So is this fixed? I would like to use this scroll on my ranger to get more aspd.

If you mean, do they work, yes, they cast Adrenaline rush.

Per heimdallr's many comments, AR scrolls DO NOT PROVIDE ADVANCED ADRENALINE RUSH (they tried to do this, found it didn't work, and then accidentally put it onto the live servers, and subsequently removed it), and hence ONLY WORKS FOR AXE/MACE CLASS WEAPONS. So unless your ranger is using axe or mace class weapons, it won't help your ranger.
