Lack of people:

The problem there is that the first map is empty, people hardly cross with other players. A way to fix this, would be to make people of other maps to want to be in Kurt. To do that, the first thing should be make the higher maps Warp Machines (for example the NH and Numaren ones) to let the player to travel directly to Kurt. The second thing would be to add something there that make people want to go: i saw in other games, that the Auctioner is only in the main town (that is also the first town), making people go there all the time. If Kurt is too small, then that main town should be Nova Lux (wich was designed for that, but now is empty). Ofc, i dont said that the special function that should be only there, should be the Auctioner, that was just an example, could be another thing.

A reson to go, could be to implement a "tutor system" in wich the high lvls go and help the new ones to play, and help them with the quests. But ofc, both should win something. But the problem with that is that could be abused, like someone said, many are alts of other players, and the high lvl ones would pick those to get a faster reward and wouldnt help to the ones that really need it.

Play Alone:

Is true, they should promote to make party instead of give a penalty. I think that the bonus should go like this:

-Alone: 100% xp, 100% drop, 100% lant
-2 People Party: 60% all
-3 People Party: 80% all
-4 People Party: 100% all
-5 People Party: 120% all

or

-2 People Party: 100% all
-3 People party: 105% all
-4 People Party: 110% all
-5 People Party: 115% (or 120%) all

The numbers could be others but the idea is the same. This way they not only would promote to play in party, but would promote to play in a full party.

Also, a way to promote the parties, could be to increase the amount of drops from the dungeon and raid bosses, depending on the amount of people in the party.

The idea is that add one more to the party wouldnt be a pain but something desired.

Lack of things to do:

I know that people didnt went much to Chaste Sanctum when it was in the first map, but that was mostly because there wasnt enough people to make party to go there, and some people that could do it (they had twinks for that), tryed to do it alone or with not many people. Equal to, people didnt went there because of the lack of people and because there isnt any reason to party, but also because one could jump too fast to the next lvl dungeon gear, wich now it doesnt happen.

I am not telling to add more dungeons in Turba, but at least add some open world bosses like we had in Crescent. In Turba there isnt any special mob-boss to make it more exciting for the new players.
